  France Paris 8–9 February Unannounced visit to meet with French president Emmanuel Macron and German chancellor Olaf Scholz at the Élysée Palace.[56]
  Belgium Brussels 9 February Arriving via Brussels Airport on board a French state aircraft, Zelenskyy delivered an address to European Parliament at Espace Léopold.[57] Attended a European Council summit with the 27 leaders of EU countries at the Europa building.[58]  
  Poland Rzeszów Unannounced visit to meet with Polish president Andrzej Duda.
  Poland Warsaw, Chełm 5 April First announced international visit since the Russian invasion of Ukraine, to meet with Polish president Andrzej Duda and prime minister Mateusz Morawiecki in Warsaw. In Chełm, he met the mayors of Lublin, Przemyśl, Rzeszów and Chełm.
  Finland Helsinki 3 May

Visited Helsinki for a summit with Finnish president Sauli Niinistö as well as the prime ministers of Sweden, Norway, Denmark and Iceland.[59][60]

  Netherlands The Hague, Soesterberg 3–4 May

Arriving via Schiphol Airport, Zelenskyy delivered an address to the States General of the Netherlands in the Hague. Visited the International Criminal Court where he met with its President Piotr Hofmański. Held a speech at the World Forum. Met with Dutch prime minister Mark Rutte and Belgian prime minister Alexander De Croo at the Catshuis and with King Willem-Alexander of the Netherlands at Huis ten Bosch. Visited a military base in Soesterberg.[61][62]

  Italy Rome 13 May

Arriving via Ciampino airport, Zelenskyy was received by foreign minister Antonio Tajani. He then traveled to the Quirinal Palace and met with President Sergio Mattarella. Met with Prime Minister Giorgia Meloni at the Chigi Palace.[63]

  Vatican City Vatican City

Traveled by car from Rome, where Zelenskyy met with Pope Francis where the two discussed paths for peace in Ukraine's ongoing war with Russia over a 40-minute long meeting.[64]

  Germany Berlin, Aachen 14 May

Arriving via a Luftwaffe jet departing from Rome, Zelenskyy was received by President Frank-Walter Steinmeier, then met with Chancellor Olaf Scholz. Visited Aachen to receive the Charlemagne Prize. Met with European Commission President Ursula von der Leyen.[65]

Arriving via a French government jet departing from Berlin, Zelenskyy met with President Emmanuel Macron at the Élysée Palace.[65]

Zelenskyy met with prime minister Rishi Sunak at Chequers, the country house of British prime ministers.[66]

 
  Saudi Arabia Jeddah 19 May Arriving via King Abdulaziz International Airport onboard a French government jet, Zelenskyy attended the 2023 Arab League summit and met with Crown Prince Mohammed bin Salman.[67]
  Japan Hiroshima 20 May Arriving via Hiroshima Airport onboard the same French government aircraft, Zelenskyy attended the 49th G7 summit and met the various leaders of the G7 member countries plus leaders of invited countries.[68]
  Moldova Bulboaca 1 June Zelenskyy attended the 2nd European Political Community Summit at the Mimi Castle. He also met with President Maia Sandu.[69]
  Bulgaria Sofia 6 July Zelenskyy met with Prime Minister Nikolai Denkov and President Rumen Radev.[70]
  Czech Republic Prague 6–7 July Zelenskyy met with Czech president Petr Pavel at the Prague Castle.[71]
  Slovakia Bratislava 7 July Zelenskyy met with Slovak president Zuzana Čaputová.[72]
  Turkey Istanbul 7–8 July Arriving via Atatürk Airport, Zelenskyy met with Turkish president Recep Tayyip Erdoğan at Vahdettin Pavilion.[73][74] Attended a memorial service at the St. George's Cathedral and met with Bartholomew I, the ecumenical patriarch of Constantinople.[75] Brought five Ukrainian commanders held in Turkey back to Ukraine.[76]
  Lithuania Vilnius 11–12 July Arriving via Vilnius Airport onboard a Polish government aircraft,[77] Zelenskyy attended the 2023 Vilnius summit and met with the various leaders of NATO member states.[78]  
  Sweden Harpsund, Stenhammar Palace 19–20 August Arriving via Skavsta Airport, Zelenskyy met at Harpsund with Prime Minister Ulf Kristersson and members of the Swedish government, Speaker of the Riksdag Andreas Norlén, Supreme Commander Micael Bydén and leaders of the Riksdag parties.[79] King Carl XVI Gustaf and Queen Silvia received Zelenskyy at Stenhammar Palace.[80] The next day, a Swedish government aircraft carried Zelenskyy from Skavsta Airport to Eindhoven, Netherlands.
  Netherlands Eindhoven 20 August Zelenskyy met with Prime Minister Mark Rutte at Eindhoven Air Base.[81]
  Denmark Vojens, Copenhagen 20–21 August Crown Princess Mary, Prime Minister Mette Frederiksen, Defense Minister Jakob Ellemann-Jensen and Foreign Minister Lars Løkke Rasmussen received Zelenskyy at Vojens Airport.[82] The president visited Fighter Wing Skrydstrup air base, addressed the Folketing and met with Queen Margrethe II, Crown Prince Frederik and Crown Princess Mary at Christiansborg Palace.
  Greece Athens 21 August Arriving via Athens Airport, Zelenskyy met with Prime Minister Kyriakos Mitsotakis at the Maximos Mansion.[83]
  United States New York, Washington, D.C. 18–22 September Zelenskyy attended the seventy-eighth session of the United Nations General Assembly. He met with president Cyril Ramaphosa of South Africa, president William Ruto of Kenya, president Charles Michel of the European Council, United Nations secretary-general António Guterres, prime minister Edi Rama of Albania, president Gabriel Boric of Chile, prime minister Benjamin Netanyahu of Israel, president Ursula von der Leyen of the European Commission, president Klaus Iohannis of Romania, chancellor of Germany Olaf Scholz and president Lula of Brazil. Zelenskyy then went to Washington, D.C., where he met with president Joe Biden at the White House.  
  Canada Ottawa, Toronto 22 September Zelenskyy met with Prime Minister Justin Trudeau and Governor General Mary Simon and addressed Parliament.[84]
  Spain Granada 6 October Zelenskyy attended the 3rd European Political Community Summit.[85]
  Romania Bucharest 10 October Zelenskyy met with President Klaus Iohannis, Prime Minister Marcel Ciolacu, President of the Senate Nicolae Ciucă and Acting President of the Chamber of Deputies Alfred Simonis.[86] Zelenskyy was supposed to address the Parliament, but it has been canceled.[87]
  Belgium Brussels 11 October Zelenskyy visited the NATO headquarters.[88]  
  Cape Verde Sal 9 December Zelenskyy met with Prime Minister Ulisses Correia e Silva on his way to Argentina.[89][90][91]
  Argentina Buenos Aires 10 December Zelenskyy arrived in Buenos Aires for his first visit to Latin America as a guest for the Inauguration of Javier Milei.[92]  
  United States Washington, D.C. 11–12 December  
  Norway Oslo 13 December Zelenskyy met with Norwegian Prime Minister Jonas Gahr Støre, Finland's President Sauli Niinistö, Icelandic Prime Minister Katrín Jakobsdóttir, Danish Prime Minister Mette Frederiksen and Swedish Prime Minister Ulf Kristersson at the second Nordic-Ukrainian Summit in Oslo.[93] King Harald V received Zelenskyy in an audience at the Royal Palace, Oslo, together with Queen Sonja, Crown Prince Haakon and Crown Princess Mette-Marit.[94]

  Latvia Riga Zelenskyy was greeted at the Riga Airport by Latvian foreign minister Krišjānis Kariņš. Later on he met with Latvian president Edgars Rinkēvičs at the Riga Castle and with Speaker of the Saeima Daiga Mieriņa and Latvian prime minister Evika Siliņa. [97]

  Germany Berlin, Munich 16 February Zelenskyy met with German Chancellor Olaf Scholz to sign bilateral security agreements between Germany and Ukraine. [99] He also took part of the 60th Munich Security Conference.
  France Paris Zelenskyy met with French President Emmanuel Macron to sign bilateral security agreements between France and Ukraine. [100]
  Saudi Arabia Riyadh 27 February Zelenskyy met with Crown Prince Mohammed bin Salman to push for a peace plan and to discuss the return of prisoners of war from Russia. [101]
  Albania Tirana 28 February Zelenskyy co-hosted a summit with Albanian prime minister Edi Rama to encourage further support for Kyiv by southeastern European countries. [102]
  Turkey Istanbul 8 March Zelenskyy met with Turkish president Recep Tayyip Erdoğan to discuss the topics of the Peace Formula, the organization of the Peace Summit, the safety of shipping in the Black Sea, global food stability, as well as the release of Ukrainian captives and political prisoners held by the russian state.   Lithuania Vilnius 11 April Zelenskyy met with Lithuanian president Gitanas Nausėda and with leaders from Central and Eastern Europe, aiming to strengthen support for Ukraine. He also took part in the Three Seas Summit.[104]
