Adeel A. Mangi

Adeel Abdullah Mangi (born 1977)[1] is a Pakistani-American lawyer who has been nominated to serve as a United States circuit judge of the United States Court of Appeals for the Third Circuit. If confirmed, Mangi would be the first Muslim American to serve on a federal appeals court and the third Muslim-American federal judge overall.[2]

Mangi received a First Class degree in law from the University of Oxford, Pembroke College in 1998 and a Postgraduate diploma in Professional Legal Skills from the City University London Inns of Court School of Law in 1999. He received a Master of Laws from Harvard Law School in 2000.[3]

Mangi began his career as associate at Patterson Belknap Webb & Tyler in New York City in 2000; becoming counsel in 2009, and he was elevated to partner in 2010.[3]

Mangi has litigated a number of religious discrimination cases, including winning permits for two mosques after local New Jersey governments in Bayonne and Bernards Township refused to permit the construction of mosques. The case against Bernards was settled for $3.25 million and a permit. The case against Bayonne settled for $400,000 and a permit.[citation needed]

In a 2020 lawsuit Mangi litigated, the state of New York agreed to install cameras and microphones at Sullivan Correctional Facility after a mentally ill Black inmate there died after being beaten by white correctional officers.[4]

Nomination to court of appeals edit

On November 15, 2023, President Joe Biden announced his intent to nominate Mangi to serve as a United States circuit judge of the United States Court of Appeals for the Third Circuit.[5] On November 27, 2023, his nomination was sent to the Senate. President Biden nominated Mangi to the seat vacated by Judge Joseph A. Greenaway Jr., who retired on June 15, 2023.[6] On December 13, 2023, a hearing on his nomination was held before the Senate Judiciary Committee.[7] During his confirmation hearing, he was questioned by Republican senators over his work on the advisory board of Rutgers University's Center for Security, Race and Rights and whether he condemned the 2023 Hamas-led attack on Israel.[8][9] On January 3, 2024, his nomination was returned to the President under Rule XXXI, Paragraph 6 of the United States Senate[10] and he was renominated on January 8, 2024.[11] On January 18, 2024, his nomination was favorably reported out of committee by an 11–10 party-line vote.[12][13][14] Later reporting revealed that Mangi had failed to disclose the fact that he moderated a panel in which a financier of the Palestinian Islamic Jihad participated.[15][16] Mangi later apologized to the Senate for his lack of reporting on the event, saying that it was an "inadvertent omission".[17][18] Democratic opposition later began to emerge with Senators Catherine Cortez-Masto, Joe Manchin and Jacky Rosen announcing their opposition to his nomination.[19][20][21]

In April 2024, in response to what they asserted was Islamophobic reaction to the nomination, more than 100 public policy, labor and advocacy organizations, including the American Federation of Labor, the Center for American Progress, and the NAACP collectively wrote to the Senate, asking the members to confirm Mangi.[22] New Jersey Attorney General Matthew Platkin[23] wrote an op-ed and Senator Cory Booker spoke in support of Mangi's nomination, alleging that anti-Muslim bias was contributing to opposition to his appointment.[24] Journalist Lydia Polgreen authored an op-ed in The New York Times entitled "The Islamophobic Smear Campaign Dividing Democrats."[25]

Personal life edit

In addition to English, Mangi speaks Sindhi, Urdu and Hindi.[26] He lives in Northern New Jersey with his wife and two children.[4] Mangi’s prolific involvement in his community, including a robust pro bono practice, has led him to serve on the advisory board of Alliance of Families for Justice, an organization that advocates for the release of cop killers.[27] He has also advocated for the release of Kathy Boudin of Weather Underground, a domestic terrorist organization.
