Kazan school shooting

On 11 May 2021, a school shooting occurred in Kazan, Tatarstan, in the western part of Russia,[5] and a bomb was detonated. Nine people (seven 8th-grade students and two teachers) were murdered,[1][6] and 23 others were injured.[2] The 19-year-old shooter, Ilnaz Galyaviev, was identified as a former student.[7] He pleaded guilty to the murder of two or more persons on 12 May and is being detained.[3][8]

Background

On February 11, 2021, Galyaviev began training to obtain a weapons license at the bar's training center.[9]

On March 2, he made an order at the Mega Destroy Store and the next day, six kilograms of ammonium nitrate was delivered to him. Later that day, he called an auto oil store to clarify the availability of the hydrogen peroxide he needed, but the seller could not accurately answer Galyaviev's questions.

On March 4, he went to the store in person, but the peroxide medium requirements were not available.

On March 9, he failed a practical shooting test, having committed a violation of safety rules. He looked down the barrel of a pistol while reloading. He had to undergo additional training and on March 16, he received a certificate of completion.

On April 14, Galyaviev received permission to purchase weapons and on April 16, he purchased a Hatsan Escort PS Guard semi-automatic shotgun. It is claimed that Galyaviev sold skins on CS:GO and after a while, he was able to save up enough money.

On May 4, 2021, according to Galyaviev, he received a permit to carry a weapon and acquired 150 rounds of shotgun ammunition. He also claimed to have created the 'God' Telegram channel on the same day. According to Galyaviev, he made an IED at home the next day and went to the forest to practice shooting, but changed his mind out of fear of being noticed.

On the morning of May 6 at 4:12 a.m., he published two posts on his Telegram channel proclaiming himself to be God and said, "As a God, I want you to declare yourselves as my slaves. You have to do absolutely everything I want you to. I want you to kill off more than 10 and then off yourself. There shouldn't be living creatures in this world. It's the universe's mistake." Following up with a message that said, "I came to this world in human form to get rid of you all."

Later that morning, Galyaviev went to the gymnasium to check on the lesson schedule as he planned to arrange the shooting during the second lesson but found out that the schools were closed during the May holidays. A non-working day was declared by President Putin which closed the schools until May 11 which forced Galyaviev to postpone his plan to May 11.[4][10]

Events

On May 11, at about 7:40 in the morning, Galyaviev goes to the school to clarify the schedule for that day. After which, he returns home where he changes and equips himself. Galyaviev also takes two photos of himself and publishes them on his Telegram channel announcing that he's going to kill people and die, "Today I will kill a huge amount of garbage. And then I will shoot myself." Following up with a message that said, "Fuck you too all of you."[11][12]

Before leaving the house at about 8:30 a.m., he tries to set fire to the apartment, but fails. He puts the bomb in one backpack, ammunition in a second backpack behind his back, and loads his shotgun with eight rounds. He reaches the school within ten minutes on foot, with his Hatsan Escort shotgun in his hands. Galyaviev is seen waving at people passing by.[9]

As Galyaviev entered the school grounds, he shot a 19-year-old former student. He wounds her in the soft tissues of the neck and head. The caretaker, a 60-year-old, comes out of the school to see what was going on outside. Galyaviev shoots at him through the glass door and wounds him in the abdominal region. Then he shoots the already lying caretaker in the head, thinking that he killed him, but he only wounded him. On the first floor of the school, 55-year-old elementary school teacher, Venera Aizatova, was checking homework when the shooting began. She heard a noise and went out of the class to see what was going on and met the shooter. According to Galyaviev, he shot her twice in the head and killed her on the spot.[4][10] Galyaviev sets fire to the fuse of his bomb which was in his backpack and left it near a door to one of the offices in the building. Galyaviev runs to the second floor where he left a bag of ammunition in the restroom.[4][13][14][15] Then he walked up to the third floor where he entered the nearest classroom which had a door opened. Galyaviev then murdered seven students of the grade 8a and wounded one more staff member and six students.

Galyaviev exited classroom 310 and entered another classroom where another 26-year-old teacher was, who was also killed on the spot.[16] From a window of a classroom, he saw third grade students doing physical education and opened fire on them. He wounded six more students. After that, he returned to classroom 310 to continue shooting where two students jumped out of the window from the third floor and were seriously injured after the fall.

Galyaviev went down to the first floor again where according to him, he noticed a police officer at the main entrance door. He decided to surrender as he realized that in any case, he would be detained. Galyaviev walked out through the main entrance with his hands up and surrendered to the police.[10][17]

Video footage inside and outside the school was posted to social media; it appeared to show students using classroom windows to escape, school corridors littered with personal belongings, and a man detained by police.[18]

Victims

Nine people were killed during the shooting: seven were eighth-grade students[19] and two were teachers.[1] One student of the school committed suicide in the aftermath of the shooting.[20][21]

The injured were 20 students ranging from 7 to 15 years old and three adults.[2] At least seven wounded students were hospitalized with gunshot wounds.[22] A Ministry of Emergency Situations Ilyushin Il-76 transported nine injured, including five students, from Kazan to Zhukovsky. After landing, the injured were transferred in ambulances to Moscow.[23][24] One student was put on an artificial ventilator after surgery.[25]

Perpetrator

Ilnaz Renatovich Galyaviev (Tatar: Илназ Галәвиев; Russian: Ильназ Ренатович Галявиев; born 11 September 2001 in Kazan-Russia),[11] a lot of people speculated that his birthdate had something to do with the 9/11 attack, since Galyaviev attacked the Gymnasium 175, and one of the planes that crashed into the World Trade Center was Flight 175. But it was confirmed that these two tragedies have no correlation.[citation needed]

During the course of the investigation, the following were discovered:[citation needed]

  • Five packs of saltpeter
  • A bottle with a tincture of the medicine "Amanita"
  • One pack of silica gel
  • Aluminum powder
  • Scales
  • Clockwork
  • Nails
  • The Quran
  • Video recordings

Galyaviev graduated from Gymnasia No. 175 in 2017.[13][11][26] According to the recollections of gymnasium students, Galyaviev did not participate in public events. He had no friends and wanted to be alone. Galyaviev had previously sought mental health treatment and testing revealed some cerebral atrophy a year before the shooting,[3] though he was not registered with a psychiatrist.[27] Later media outlets reported that Galyaviev suffered from encephalopathy.

Galyaviev's father talked about his son and the family's life after the massacre:

"I still haven't seen my son. Investigators say that I won't meet him until he is taken to Moscow for examination. I didn't give up on IInaz, how could I? I'm his father. We handed him clothes recently, he was in the same clothes in which he was detained. The investigators don't explain anything to us. They didn't provide us with any protection. Anyone could come today and kill us all...

IInaz had become aggressive since the new year.[28] Usually there were no oddities. All he could do is slam the door when he got angry. A month and a half ago, it seemed he became more aggressive. I don't know what caused it... We didn't leave him alone, that's a lie. We are redoing our other apartment, so we live here and there. That's why he stayed alone.

He was afraid of everything, paranoid. He didn't even want to learn to drive a car... because it was too scary. He covered every mold at home, because he was too afraid of cancer.

In the first days we were especially haunted by the journalists. Because of them we couldn't leave the apartment to buy food, they even turned off the light for several hours, they pounded on the door. In general, they tortured us.

People wrote to my other son on social networks that we were all murderers. Now he is never online, the police took his phone away. He doesn't go to university anymore; he was asked to transfer to homeschooling. My wife is still in extreme stress, she doesn't get out of bed. Nobody expressed a single negative word to me. On the contrary, I have a very good time at work, colleagues support me, I thank them very much.

We learned about his brain disease when my son was in 8th or 9th grade. IInaz complained of severe headaches. What would I say to my son when we meet? I'd like to see him very much, I would tell him a couple of "affectionate" words, I would scold him hard. I'd look into eyes, one to one."

Fans of Galyaviev hired a lawyer for him. According to the media reports, 11 female organizers are collecting donations for a lawyer for Galyaviev. The group consists of 3,000 people who donate money. The girls claim that they want an honest investigation and believe that Galyaviev is innocent or particularly guilty. They point out that they are fans. So far, they have raised 4,000 U.S. dollars. Galyaviev's lawyer didn't comment and didn't confirm this information.[citation needed]

Legal proceedings

On 12 May, Galyaviev pleaded guilty to the murder of two or more persons (Criminal Code of Russia, Article 105, Part 2), which carries a sentence of life imprisonment.[3] He was also taken into detention until 11 July.[29][28] On 21 July, mass media reported that he was declared insane, but the Investigative Committee of Russia refuted this information; officially his examination will be finished by 26 July.[30] It means a compulsory treatment awaits. He can be transferred to an outpatient treatment, and he may be home in 5 or 10 years, if the doctors decide that he is no longer a danger to society. Later, Galyaviev was diagnosed with paranoid schizophrenia.

On December 17, 2021, in the Kazan court, Galyaviev was charged under four articles of criminal code of the Russian Federation which were:

  1. Murder and attempted murder of two and more persons. (Including minors, committed in a generally dangerous way)
  2. Production and storage of explosives, and an explosive device.
  3. Deliberate destruction, and damage to someone else's property.

The period of his detention was also extended until April 11, 2022. The investigative committee informs:

"It was established that Galyaviev, armed with a hunting knife and an explosive device that he had previously made, attacked teachers and students of the gymnasium on May 11, 2021.

As a result of the shots he fired and the detonation of an explosive device, 9 people died, including 7 children. In total, more than 600 people were recognized as victims, including minors.

According to the materials of the criminal case, the cause of the tragic events was the desire of Galyaviev to imitate the actions of one of the destructive subcultures, information about which he obtained from the internet, copying their behavior during the attack."

In accordance with the conclusion of the comprehensive psychological and psychiatric examination, Galyaviev was recognized as sane and subject to criminal liability. Galyviev admitted in the fall and repented for what he has done.

Galyaviev was put under arrest and was interviewed by two police deputies. While in custody, Galyaviev said he planted a bomb at his registered address.[19] However, during a search of the location, no explosives were found, and evidence was taken.[10][31][32] His drugs and alcohols tests were negative; he was clear that day.

All second-shift classes in Kazan were cancelled,[13] and the entrances to Kazan schools were restricted.[33] Several schools in Moscow were searched with dogs, although nothing was found.[34] All students who attend Gymnasia No. 175 are planned to return to school on 17 May in neighboring schools while the school undergoes repairs.[35] After their arrival at the school, a counter-terrorism operation (CTO) regime was established. It was later removed at 15:47.[36] In addition, 12 May was declared a day of mourning. Cultural and entertainment events were cancelled for 11 and 12 May.[31]

Tatarstan authorities sent a 1 million rubles (US$13578) payment to each family of the deceased.[37][38] Six victims with major bodily harm have received 400 thousand rubles (US$5431) each,[37] with plans to send payments of between 200–400 thousand rubles to more families of the injured.[39] In addition, the Russian Red Cross Society raised 62,777,390 rubles (US$852375) for the victims of the shooting.[40]

Gun control proposals

President Vladimir Putin expressed condolences to the relatives of the victims and ordered the government to tighten the country's gun laws.[41] Vasily Piskarev, chairman of the State Duma Committee on Security and Anti-Corruption, said a draft bill for tougher restrictions on obtaining a gun license would be considered on 12 May by a working group and that the bill could be considered in the first reading by the State Duma on 18 May.[36] The bill, which was submitted to the State Duma in December 2020, prohibits citizens with two or more convictions, or citizens who have been caught drunk driving, from receiving a license to own weapons.[42]

Secretary of the General Council of United Russia, Andrey Turchak, stressed the need to toughen legislation on gun trafficking and find better approaches to protect schools.[43] State Duma Chairman Vyacheslav Volodin expressed the need for a procedure to prevent unstable citizens from obtaining weapons. He also expressed the need for tougher responsibility on those who distribute false certificates to obtain weapons.[44]

Human Rights ombudsman Tatyana Moskalkova proposed raising the age to obtain a weapon to 21.[36]

Director of the National Guard of Russia, Viktor Zolotov, proposed a mandatory psychological test when receiving a permit for a firearm. He also proposed raising the age to obtain a permit to 21.[45]

Other legislation

Volodin said the shooting introduced the need to discuss anonymity on the internet in order to reduce extremist and violent content.[44]
