Holmes in November 1895 and they had three sons.[3] He joined the Fishermen's Protective Union in 1909 and became chairman of the district council. In 1912, Jennings became manager of the Fisherman's Union Trading Company store. He was elected to the Newfoundland assembly in 1913 and again in 1919. From 1919 to 1923, he was Minister of Public Works, which was not a cabinet post at the time. Jennings did not run for reelection in 1924.
