Primitivo Lovina Sr. is a banker, realtor, and businessman. He is a former Secretary of Labor during President Elpidio Quirino who also served as Mayor of Pasay from 1952 until 1954. He was replaced by his cousin, then Vice Mayor Pablo Cuneta as mayor.
He was the founder and first president of Rehabilitation Finance Corporation (RFC), which was then known as Development Bank of the Philippines. RFC was created to provide the much needed funds to rebuild a country devastated by World War II. The bank's task was to provide credit for rehabilitation of agriculture, commerce, industries and properties destroyed during the war.[1]
In 1951 senatorial elections, he ran under Liberal but lost, placing 14th with 902,601 votes.
He was appointed as mayor of Pasay by President Elpidio Quirino in 1952[2] and served for two years until he resigned from office and later accepted by President Elpidio Quirino.[3]
