Biography edit

O'Neill was first elected to Council in 1979, when he defeated incumbent Councilman Mel Greenberg on a campaign built on Greenberg's perceived apathy for the position.[3] Additionally, he has served as the President of the National League of Cities.[4]

He introduced the Philadelphia blunt ban in May 2006, which was adopted and signed by the mayor.[5]

He is currently the Council's Minority Leader.
